Appeal against a decision of the First Tier Tribunal on costs following an application by a landlord under s27A of the Landlord and Tenant Act 1985.  Discussion as to whether a refusal to mediate was unreasonable such that the FTT's decision that the Landlord's refusal to mediate should not be sanctioned by an order under rule 13 of the 2013 Rules was open to challenge.
